2007
The symbolic first dig of the new project was done during the Bulgaria Cycle Tour 2007. On 30 of January 2008 the real work begun. Workers started cleaning the area. The old "Akademik" stadium and the concrete cycle track were both demolished. At the begining the project was supposed to be ready for use in two years time.
2009
Unfortunatelly the building process was much slower than expected. For an year and a half work, the building company managed to finish the roof metal construction and the main form of the venue. For a while both partners found a way to resist the world finance crysis, but it in the end it crashed the building company and it delcared bankruptcy. This stopped the whole proces for a while. The cycling organization did not have the sufficient funding to finish this grand project. So the work was postoponed without clear horizon.
2011
For a while the only hope to finish the project was that a new partnership will emerge - either with the local authorities or with the Ministry of Youth and Sports. After long discussions, on 18 of March 2011, the Minister of Finance Simeon Dyankov agreed to fund the project. The Cycle Organization though was obliged to sell the venue to the State. After that the State gave it to the local authorities to manage it.

This is the date on which the dream of thousands of Plovdiv residents and all people who love cycling came true. On August 30, the Plovdiv Cycling Track officially opened its doors to more than 6,000 spectators.
"From today, Plovdiv has one less dream. The multifunctional hall that generations of Plovdiv residents have dreamed of is now a reality," said the Mayor of Plovdiv, Mr. Ivan Totev, and together with him, the Minister of Sports Krasen Kralev and the Vice President of the European Cycling Federation, Alexander Gusyatnikov, cut the ribbon.
Among the official guests were the winner of four Olympic medals, the gymnast Yordan Yovchev, and the volleyball players from the men's national team.
During the ceremony, the first track cycling competition for the "Plovdiv" Cup was held. The winner of the trophy was Nikolay Genov from the "Tsar Simeon" cycling club. Cyclist Miroslav Minchev set a new national record in the one kilometer standing discipline.
The ceremony lasted about two hours, with the guests' mood being taken care of by Duet Riton, Deep Zone Project, P.I.F. and the Plovdiv Opera
